Catholic Charities Hawai‘i (CCH) held a groundbreaking and blessing ceremony for Hale Pilina, a new affordable housing complex for residents in Maui. Located at 150 South Pu‘unēnē Avenue on a nearly five-acre lot, the complex will house two three-story buildings and two four-story buildings, providing ample space and amenities to support families in need of affordable housing options.
The blessing was conducted by Bishop Larry Silva, Diocese of Honolulu. Remarks were given by State of Hawai‘i Housing Finance and Development Corporation (HHFDC) Executive Director Dean Minakami, Mahina Martin of the office of Maui County Mayor Richard Bissen, Catholic Charities Hawai‘i CEO and President Tina Andrade, and Catholic Charities Housing Development Corporation Executive Director Denise Iseri-Matsubara.

“The need for affordable housing across Maui has never been greater,” said Catholic Charities Hawai‘i CEO and President Tina Andrade. “Hale Pilina represents more than just a housing initiative. It embodies hope, healing, and our dedication to supporting the people of Maui as they rebuild their lives and communities.”

Hale Pilina housing complex is a project of CCH’s development arm, Catholic Charities Housing Development Corporation (CCHDC). Hale Pilina is expected to be completed during the second quarter of 2027 and occupied by the end of that year.
Half of the planned 178 apartments will be one-bedroom units, with the other half being two-bedroom units. Apartment tenants would include qualified families earning up to 60 percent of the area median income, or AMI. Families that were affected by the Maui wildfires will be given priority for the first two years of the project.
The project general contractor is Maryl Group Construction Inc., the architect is Design Partners Incorporated (DPI).
Financing for the project was provided by:
- Federal and State Low Income Housing Tax Credits_
- State of Hawaii Rental Housing Revolving Fund
- County of Maui Affordable Housing Fund
- County of Maui HOME Fund
Maui County’s Department of Housing and various agencies under the Development Services Administration branch were instrumental in the permitting approval process.
