Maui County Rental Assistance Program

The Maui County Emergency Rental Assistance Program (MERA), administered by Catholic Charities Hawai‘i, intends to help qualified people on Maui pay rental and utility bills going back to March 13, 2020, current bills, or future bills through December 2021, depending on a household’s needs. Households who have received previous rent or utility assistance from other COVID-19 relief programs and are in need of further assistance are also encouraged to apply. Program staff will verify previous assistance received to prevent duplication of services.

The program will continue to accept applications from renters and landlords after the federal eviction moratorium expires on June 30, 2021.


The program requires a qualifying household to:
  • Show financial harm from the pandemic, such as qualifying for unemployment, job loss, reduction in wages, or increase in household expenses.
  • Show at least one household member is at risk of losing their housing.
  • Have a household income at or below 80% of the area median income for Maui County

Priority will be given to applicants who qualify:

  • With a household income of less than 50% of the area median income for Maui County; OR
  • Have at least one household member has been unemployed for at least 90 days at the time of application AND is still unemployed at the time of application.
  • Second priority will be given to applicants who qualify:
    • With a household income less than 80% of the area median income for Maui County.

Only one person per household can apply. In addition, landlords may apply on behalf of their tenants, with the tenants’ permission. To apply for assistance, households must first complete an online pre-screening form. Once the pre-screening form has been received and reviewed, applicants will be contacted with further guidance on the next steps.

For households that qualify, the program will pay:

  • Up to $2,500 a month in rent and utility arrears.
  • Up to $2,000 for future rent payments.
  • Up to $500 a month for utilities (electric, water, sewer and gas).
  • Eligible households may receive up to 12 months of assistance
  • Payments will be made directly to a landlord or utility

Documents Needed to Apply

  • Driver’s license or other government-issued identification for person applying.
  • Social Security numbers of all household members.
  • Income verification documents for all household members.
  • Proof of hardship. May include pay stubs, documenting pre/post COVID-19 income, unemployment approval letter, layoff letter, rent past due notice, or other documents.

How to Apply

  • When a person applies, they will get a receipt for their application, a tracking number, and they can check the status of their application online.
  • People without internet access will have a point of contact who can keep them updated on the status of their application.

Important Tips

  1. Please let your landlord know that you are applying for rental assistance and have their contact information readily available, especially if you are applying online: Name, mailing address, email address, phone number.
  2. Please ensure that you check your email as this will be the main mode of notification and communication.
  3. Actively check and monitor the email address you have provided (especially your spam/junk folder) and actively check your voicemail.
