State Homeless Emergency Grants (SHEG) Program
The State Homeless Emergency Grants (SHEG) Program is designed to help homeless households (families or individuals) access permanent housing, or help those at risk of becoming homeless retain their current housing.
What SHEG Provides:
- Financial assistance: rental security deposit, first month’s rent, or past-due rent
- Utility assistance or utility deposit tied directly to housing (electric, water, gas)
- Housing access and retention services: housing search help, landlord mediation, and move-in supports
- Housing stabilization and follow-up services: case management, referrals, and short-term supports to build stability
General Eligibility Requirements:
- Families or individuals who are currently homeless or at risk of homelessness (verification required)
- Household income at or below 50% of area median income
- Must demonstrate ability to maintain future housing payments (self-sufficiency required)
How to Apply:
- Call the program at (808) 521-HELP (4357) for intake and eligibility screening.
- Gather documentation: ID, proof of income, verification of emergency document, i.e eviction notice or homeless verification.
- Attend an intake appointment — a case manager will review your needs and connect you to services.
